Not really Christian Whitehead’s fault. The problem was that Brad Buxer didn’t want his music used in it. However, there was a proof of concept of the game that was made by Stealth, a developer of Mania.
The reason why some people were complaining about this port, was how it was free. And so the og Mania devs wouldn’t be paid. The problem is, they never were paid for the sales of Sonic Mania. They were under contracted work. Once they were paid at a certain part of development, that’s it. No more money. Besides, it’s most likely, judging by how long Stealth and Christian Whitehead worked on the mobile ports, they knew about how contracted work gets you paid. And yet they still put their all in making a game “For the Mania, by the Mania”. So I think many of them would at least be happy that people are playing their game, and how successful it has become.
Don't worry. What you saw there is a very deep and advanced level of development, down to OpenGL level (or whatever rendering API Retro Engine uses) If you use an engine (like Unity (C#), Godot (C#, GDScript, possible wrappers) or Unreal (C++)) or a framework (like SDL (C), SFML (C++), Cocos2D-X (C++), Monogame (C#), XNA (C#)), it should all be fine, you won't have to go so deep down with those. And by the time you decide to dive deeper into development into those things, you'll likely have a solid base to start with already. And not only that, but also the snippet shown there is code that wasn't made by you, of course it's miles harder to understand someone else's code than make something similar yourself
