When they run out of Power Points, they have to wait to recharge their Infinity Energy, and they cannot recharge in mid battle because it simply takes too much time to do so.

Elixirs are just Bottles O' Arceus' Infinity. And Z-Moves require a crystal that can charge faster than plain old Pokémon Cells (even if some Pokémon have no cells like Ghastly).
