Hmmm 🤔 there is an easier and faster why to do something like that
Like just punch in 1/-1 shear amount? For right angles like this I just slide verts and snap. But being aware of the shear command is very useful.
For more intricate shapes (say a 7 sided equal polygon which creates "bad" angles to work with) I plan ahead and obtain those angles by insets.
If I need separate solid pieces (i.e. if wanting to use a bevel modifier), I separate each ring from the mesh and do fill holes on the pieces. Don't merge verts.
I'd definitely say this is super quick and easy. I don't know how this could get faster - especially compared to doing this manually or with the shear tool, rather than just using a simple hotkey like this. Takes a few seconds to do!

Uhm, that *was* the shear tool though.
I'm saying manually clicking it, rather than using the hotkey!
