The comma before "and" makes a significant difference. Technical writers especially are notorious for failing to use commas when clarifying meaning.

When it comes to commas I tend to overuse them, so I have what I like to call “Shatner syndrome” in my writing because of it. This video was extremely helpful, so hopefully it won’t be so bad now. 😅😂

I'm not expecting an answer as this is 2 years old already, but your first example is confusing me. There's a big difference in 'A,B, and C' and 'A, B and C'. In the first one you're naming 3 groups, in the second B and C belong together, and can't be seperated. Or should you use or in that case?
it's a coordinate conjunctions. They makes a relationship between sentences, and this why you have to use them to make clear this relationship of contrast .

B and C; or has three items: 1. A, 2. B, 3. C - A, B, and C You indicated that there were exactly three items in the list. For the most part, there are no problems, but in some cases (formal documents such as contracts), to be more precise expression, you should use this Oxford comma to prevent misunderstanding.
