I think the Hero of Kvach is still in there, he's clearly gone completely insane since he's Sheogorath, but he's still there. Why else would Sheogorath, prince of madness, consider Martin a better Septim than Pelagious? Only because when he was still a mortal, he knew Martin and was his friend.

Sheogorath is my favorite Deadric princess but also the most scariest you can expect half of the Deadra to deceive you and the other half to honor their words, but Sheogorath is hard to read and for a lunatic he is very intelligent and cunning

The Hero of Kvatch is still in there somewhere. Sheogorath speaks of Martin, the Thieves Guild, The Grey Fox, and he really wants to help Pelagius. The Hero of Kvatch is in there.
Jyggalag returned every thousand years when he had the mantle of the madgod, so it is possible that Sheogorath doesn't completely replace a person's mind, but actually modifies it to fit their new task, at least for a limited time

He could project himself onto them and overpower their soul and their being but he could not get rid of them all together. Just…suppress them. Sheogorath needs another being to be a part because he was created for that purpose, to be the dominant part of another being. So if that being dies, he can no longer inhabit them. And since the events of The Shivering Isles took place he jumped ship to the Hero and Jyggalag’s punishment ended.

Sheogoraths realm in Skyrim should have been brighter. Maybe like psychedelic inspired with a moving geometric sky. He is the god of insanity. It could change and get darker as his moods shift. Having it bleak like this isn’t very fitting for a guy like Sheogorath.

Okay, I REALLY cannot stop watching this. Out of all the years I've been alive, i've read many books, played many games, watched many movies-- Overall, i've discovered a good amount of characters, and invested myself in more than I can count. However, I've really never thought to myself, "This character is really well writen." But Sheogorath on the other hand? He's an exception. THE exception. The only character I have actually thought is so fucking well done, I just can't stop obsessing over. And anyone that's played the Shivering Isles DLC from Oblivion knows his full story. He is just the single most well writen character i've ever come across, and the fact that he is the player from Oblivion, is why why it's also one of my favorite games ever. (Might actually have a problem, come to think of it)
In Oblivion, you go into the Dreamworld of someone to cure them of a sanity loss by collecting aspects of his personality. In Skyrim, you go into the mind of a dead emperor to cure him of a sanity loss by treating aspects of his madness. Plot Twist: Both times, the same character is present.
After finishing The Shivering Isles, it makes me like Sheogorath even more. However, I’m not sure how he turned from an Argonian into… well, himself? Maybe he got sick of the tail, or didn’t like Oblivion’s character creator. *OH,* maybe he didn’t like having scales anymore… or, _OR,_ he got dared into doing it! That makes sense. It really doesn’t, but I like to think it does anyway.
Mainul Akash was the Hero of Kvatch, he's Sheogorath now. He took the mantle and well he now looks like the old Sheogorath, he sounds like him and dresses like him. the funny part is that unlike most people think sheogorath does remember about being the hero of kvatch and champion of cyrodill, he talks about martin becaming akatosh, the fox and some other references of shivering isles expansion, really interesting, how god level insanity can make the mind of a serious world hero coexist with madness incarnation at same time , like , this should not work but as it was with jygalagg himself, order can exist with disorder somehow and balance each other as much as they repel and disagree or deny each other, they simply balance each other in the end,this a really interesting concept to me

I think it's a general problem in Skyrim with how moody it is in comparison to Oblivion.
