If you're talking about the second guy he kinda had to. It started to gel and he needed the extra RPM to make sure the VP44 didn't clog until the fuel heater could kick in and do its job. He might have gotten away with not but it's extra insurance. 24V doesn't give a shit anyway. They use these things in big gensets for building backup and they fire up and immediately go to operating temp.

We keep a can of starting fluid with our 7.3 always for tough mornings, always fires up instantly with a couple of sprays
i just use the glow plugs on the 5.9 cummins ;-)
