They need to be rounded up and taken out of the city into the country(where land and space is cheaper) where there would be a basic city where they can all get clean or go to jail.
Perhaps getting bids from vetted contractors to build decent, not fancy, 1 and 2 bedroom apartments for the homeless who agree to get a job within 60 days so they can pay a small monthly rent. That is better than the money going to city shelters or something of the sort.
