Cardiac output is the amount of blood that the heart pumps out per minute. In this case, cardiac output is deceased because there is a problem with the lungs. Blood from the right ventricle, can't freely flow to the lungs due to some type of abnormality or disease. Blood builds up, in the body, like he mentioned, and that causes the increase in BP.
