Great comparison! I’ve never quite seen spray paints applied like that. It’s always best not to stop and start on the actual thing you’re painting to avoid speckling and spluttering from the aerosol can. Nice smooth sweeping motions stopping and starting when the can is not over the figure is the recommended
Just a reminder, dont spray on a rainy or cold weather, the figure might get the so called "frosting" it'll destroy the figure and it can't hardly be undone.
Feel wise tamiya is smoother but I just usually go for Mr Hobby Mr super clear flat uv but I haven't tried Mr hobby premium topcoat but as much these topcoats are nice I still highly recommend Mr Hobby Mr super clear flat uv cut.
Please do a long term review as well. I noticed the matte top coats sometimes turn shiny over time especially on softer plastics like marvel legends and some of the softer shf parts that are flexible.

I applied the Mr. Hobby Premium Top Coat on my SH Figuarts Awakening Goku's face plate and It seems to have made the plastic get a strong sheen to it. It doesn't look matte at all. Did I apply too strong a coat or does it just need time to dry?

I know it's been 2 Yeats lol, but the premium topcoat from Mr. Hobby is an acrylic and the Tamiya is a lacquer. Be careful using lacquers because they are very caustic and will melt and peel lots of paints.

I've read that I need to use topcoat gloss before I do panel line using tamiya accent liner. Which of the two should I use if I'm just planning to panel line my gundam kits, without additional painting?
Tamiya accent color damages bandai plastic, you need to put a protective layer over the plastic. Gloss coat is best for panel lining since it allows paint flow. After you panel line you can go for any finish you want

hey dstar i have a 2.0 cell saga vegeta that got ran over, its in great condition just some scratches and only the chest armor straps are actually broken, do you think you can fix it

Tamiya wins due to price availability and it just looks more matte than mr.hobby unless you didn't spray thoroughly on FP goku otherwise clear winner is very noticeable

Two coats of high gloss and reapply the matt to fix frost.
Better to disassemble the figure then let dry in room temp. Best result is 2 coats of Mr. Hobby Premium Matte or Gloss.

If you scratch normally, it won't really damage the figure, but if you dig your nail into it, it will damage the figure, right?

Depending on how much you put it will look wet. Give it time to dry and next time do a light coat

Will it harm decals? I just applied 100 decals on the Millennium Falcon and someone told me that TS-80 may harm the decals. Any idea?

Its even more durable after you let the top coats cure. I would wait at least 2 days.

That's going to tack out. Don't spray solvents on vinyl. Airbrush only
