Two things I want to mention about this.
First , if tesla will sell it's car at that cheaper price . Then they may have to degrade the quality and driving experience that current Tesla cars offers. So they may make it cheaper , but Tesla is known is for it's luxurious features which would not present in Indians models at that cheap price
Second , lets say that you somehow convince people to buy this cheaper and less premium version of tesla . But Telsa auto pilot for sure will fail to manage hectic traffic of Indian roads
So They can make Tesla more cheaper in India . But this does note mean that that Indians tesla models will be famous and better as much as they are in west.
It is so simple . Cheaper the price , higher the affordability but lower the luxury and quality

The required tolerances of cars parts and manufactured autos are the same on $90,000 auto as on $20,000 models.
The quality of parts are also held to same standards.
In today's highly robotic assembly manufacturing and computerized assembly lines the cost of labor has been reduced and building by tax on domestic with extremely favorable export tariffs can save bucks.
