One reason why "Almost Famous" was not roundly accepted by Rock & Roll might have been 'casting' who cast margin-edged aged girls . . . as though the British Invasion was cradle robbers.
Kate Hudson was 18 when she made this movie. I think the other girls were at least 18 too. But you are correct, their characters are underage girls in the movie and some people didn't like that, BUT it was like that the 1970's.
I saw this movie when I rented it on Netflix years ago and it still gets on my nerves! It's hard to really feel anything for most of these people because they're so shallow; and the kid that plays Crowe is annoying. The only reason I'm watching it now is because I found out that Bijou Phillips was in it. You sure can tell that she's related to Mackenzie: she looks almost just like her on One Day At A Time.
In the context of place and time , yes it would seem shallow today, but back then , it was 'Almost Normal' LOL. And this country seemed to be way more lighthearted and free. It's another planet these days.
