I think you are a little mistaken, there are dozens of large manufacturers and developers of microelectronics in the Russian Federation, including their own microprocessors (Elbrus, Baikal, Elvis), there are large manufacturers of SSD memory, many companies produce components. We also have our own production of thermal imager matrices, electron optical converters, satellite equipment, and our own latest generation lithographic machines. The Soviet Union was the leader of computing technology in the 60s, unique ternary computers were created, Soviet developments formed the basis of the pentium processor. It is always worth pointing out that technologies are not only microelectronics, Russia is the leader of nuclear energy, the production and development of unique alloys, jet engines, the production of ultrahigh-temperature superconductors, space technologies (Almost all of Elon Musk's developments are purchased developments of the USSR and Russia).
