The rebar should always have clearance or ("cover") away from the formwork. Good clearance prevents moisture from penetrating the concrete, And in the future that moisture can cause rust degridation on the reinforcing which causes the rebars to expand thus cracking the concrete making it structurally weaker and prone to catastrophic failure ! Engineers state the distances on the drawings and must always be adhered too ! Your a fool if you don't ! 😂
