I would say it varies from person to person, but it is a life-long practice. When we're stressed or haven't slept enough, it's easier to fall victim to our thoughts rather than taking a step back to be the observer. The idea is not to be perfect, just to be able to stay in observer mode, especially when the thoughts are negative.
