No ramp, UberACCESS driver? Wait for the police

I booked an UberACCESS wheelchair accessible private hire vehicle. When it turned up, the driver was weird with me. Turns out he had left his ramp at home.
So I prevent him from leaving and called the police. Complained to the police, to UBER and to the licensing authority...
