He said "coon music." Coon is a derogatory word for Black people. The translation was correct. Then he said "play something white..." he wanted the band to play something done by white artists. I'm a native English speaker, and it's clear that the man was being racist.

There is racism in Japan, people are racist to foreigners and Japan's indigenous peoples (like Ainu and Ryukyuan people), to Zainichi Koreans (Japanese Koreans). And don't forget the clearly nationalistic and racist ideas that were all over Japan from Japanese annexation of Taiwan up until the Second World War. You white people always think of Japanese people as some different species from another planet who apparently can't grasp even the concept racism.
