Didn't he also try to have her killed by an elaborate deck collapse on a pleasure ship, like he had it rigged where the deck above her cabin would collapse and crush her, but it didn't work so they went the old fashioned route and stabbed her

King Leopald freaks me out the most due to it being so recent. When you can see the consequences 100 years later, you know he did a number on those people.

You are correct on Nero not being in town when it happened. One of his critics at the time wrote about him being at his villa in Antium (35 miles away). The claim of him "playing the fiddle" is from Cassius Dio, who claimed Nero wore a lyre-player's outfit and sang "The Capture of Troy" in a way that implied he was capturing Rome. He was born nearly a century after Nero died, though. Tacitus, who was a child when the fire happened, wrote that Nero didn't leave Antium until the fire reached the Domis Transitoria, Nero's palace in the area (which Tacitus records that Nero didn't make it in time to save).
Romans got REALLY imaginative when they wrote their "histories" and there are some wild stories utterly made up about Nero by later writers. Some of them are almost as bad as Washington Irving, the worst anti-historian in American history (if you're unfamiliar, he's the one who made up all the fairy tales about Columbus and several others we were taught as if they were factual).

Ferrante of Naples was the son of Alphonso of Aragon who conquered Naples from the house of Anjou. Alphonso was also King of Sicily. Upon his death Aragon and Sicily went to his nephew Ferdinand who married Isabella of Castile (yes, that couple). Alphonso battled the Ottomans as much as he could with naval incursions into the Eastern Mediterranean, and the failed attempt in present day Albania. He took Christian refugees and settled them into the Mountains of Calabria, now named the Sila Greco.
Ferrante had barons that wanted the house of Anjou back in power, the Ottomans were angry about what his father did. Not an easy start, he revived the silk industry in his kingdom, supported the free towns like the textile center of Catanzaro. Under the original Byzantine regime the Jews fell under the protection of the king and he did protect them from his greedy Barons. For banking he needed the Jewish community because his father and Genoa had been in conflict. He did raise merchants to the nobility like a man named Coppola who would get greedy and join the rebellious barons against him.
He was in a vise to begin with , the French wanted him out, his cousin thought that Naples belonged to him and the barons were always trying to get a bigger piece of the pie. Those factors would turn any rule to be ruthless. He did go over the top with the room with his embalmed enemies sitting around it.

yeah. they had lyres. but you're kinda burying the point. the point was to paint him as an artsy-fartsy psychopath, which he in fact was.
kinda like the point of "let them eat cake/brioche" was that the aristocracy was absurdly out of touch with everyday people. it existed in a story before Marie Antoinette even was born in a whole other country, but the point in the original parable was valid and only worsened in her time. though unlike Nero, it wasn't in her personal traits. people at the time thought it was a fitting attribute because of The Affair of the Necklace being high scandal, without all the facts being known at the time.

Vlad the Impaler, despite the... tendencies... was actually a pretty good ruler and took good care of his people.
A lot of his antics were SPECIFICALLY AIMED at deterring the Turkish (whose conqueror tendencies he knew and with whom he had a SERIOUS childhood beef with) from coming over the river and attacking. They knew already he was a capable military leader, they knew he had a good army, they knew FULL WELL how much advantage he would make of his home turf, and they knew what would happen to all those who surrendered or were captured in defeat from all the popsicle people he left planted along his side of the river that was the border between his homeland and their territories.
His brutalistic horror displays, while huge and legacy defining, were not exactly frequent. When nobody pissed him off he was a fair even-handed man who took his duty to his people seriously... seriously enough to engage in said horror displays as a scare tactic to ward off Turkish invasion.
It was largely successful and Vlad the Impaler is generally regarded as the main reason the Turkish Ottoman Empire expansion into Europe halted where it did. It would have had to pass through Wallachia to continue, and ain't nobody in the Ottoman Empire wanted a piece of the level of crazy Vlad was brazenly displaying.
