Does the mark on the crank pully really have to be 90 degrees straight with the mark of the cam pully after you already alligned the two marks below, on the oil-pump notch and pully gear?
If it is a Tazz, there is a size 12 head bolt holding a slotted adjustor plate, loosen this then use a lever to take up the belt slack and then tighten the bolt again while holding the slack up.
Hi, have you tried shortening the inner spring of the Seal. The seal has a joint on it if you look, carefully remove the spring, cut off a little of the " female " end and rejoin the ends. This assists if there is slight wear on the crank end - good luck
It could be vacuum hoses like the PVC valve and pipe, also the vacuum hose that goes to the air filter housing. are not connected there is no proper idling, or no idling at all due to this, also check the electric idling solenoid on the carburetor is connected and that it has power. on the connector

There are many methods, use the one best suited to your skill level.

This is a very doable job. Although on the 95 starlet I was working on, the top plastic cover and the crank bolt were a pain...
Yes, when they age and wear it is sometimes difficult to loosen parts.

A timing light is needed to correctly set timing, also the cam belt has to be put on correctly too.

Does the keyed pulley on the crank literally just pull off ?
