If you do find someone who offers to draw requests, please ask them nicely and don't be rude or demand much. They do it for practice and you get art for free.
I would try doing requests but my arts trash so if someone asks me to do a piece of art the first thing they'll say when i send is probably complaining about the quality

Like- with that budget you can get some VERY high quality stuff :0 From my experience I'd suggest to go on Instagram and either 1.Look in the hashtag "commissions" or "commisionsopen" and go through the posts. Or 2. Go to the account of someone who's art you like/ wanted a commison from and look who they're following. The artist probably gets their inspiration from those people so it should be on a similar level of art. If you're lucky you can find someone who's art style you like just as much ^^ But to be honest I'd just wait until the commissions of the person you want an art piece from are open again. I have never taken or requested a commission so please don't take what I'm saying as law. I just know there are some crazy good artists on Instagram :}

I mean tbf I worked EMS and work ER now so I've kinda seen the brutally human side of addiction/homelessness. I have this friend. She draws extremely good, and she was doing commissions, she is underage, so she was asking for the currency of the app, which was cheap. To buy something she wanted she needed 499 coins per month. She would charge 1 coin per drawing, which was so unfair since she also has a life. So I gave her half of what she needed to buy the thing. But some people wouldn’t even pay her.
A friend of mine does comissions for a really low price (20€ for a scene with two characters) and they have been told that this was too expensive. If you've actually looked at their art you'd be able to see that they are actually undercharging their comissions.

When I was really really young, I didn’t understand how commissions worked. So I would dm my favorite artists and whenever they told me the prices I always felt horrible. I have this friend. She draws extremely good, and she was doing commissions, she is underage, so she was asking for the currency of the app, which was cheap. To buy something she wanted she needed 499 coins per month. She would charge 1 coin per drawing, which was so unfair since she also has a life. So I gave her half of what she needed to buy the thing. But some people wouldn’t even pay her.
A friend of mine does comissions for a really low price (20€ for a scene with two characters) and they have been told that this was too expensive. If you've actually looked at their art you'd be able to see that they are actually undercharging their comissions.

When I was really really young, I didn’t understand how commissions worked. So I would dm my favorite artists and whenever they told me the prices I always felt horrible. Once I actually asked my dad if I could pay and he said no. So I always apologized profusely and thanked them. Then threw in a compliment so they knew that it wasn’t because their art was bad 😭💀

The man who whined about the pizza: OMG! When i was in japan, I went on an ambulance run (I was a Navy Medic) and didn't think it would take long, so didn't bring food or money for lunch. The run took all day long, and so I was sitting with the driver (who was Japanese) and had no food. He looked at me, left, and came back with a cheese burger. I despise cheeseburgers, but I ate the damn thing and was grateful and thanked him whole heartedly. He spent money on a stranger (still don't know his name. He was not medical, he drove the ambulance only). He gave up money (and time getting the thing) and gave it to some poor, starving white woman who needed it. And those wanting to know why I never asked his name in all the time I lived in japan? I only saw him that one time. He drove a Bus ambulance and we were transporting 40 light care patients. Normally, I was in a one-patient ambulance, so knew the other driver not this one.
