I do suggest planting winter wheat on about half of the pastures ... a basic broadcast spreader is fine ... then you can harvest it in spring to augment the animal feed an use the straw to plow back in for nutrients (cut it high about 1ft ... the rest can be bailed for feed ... the rest should be grasses ... 6 to 10 different varieties again broadcast seeding is perfect for this ... include clover for it's rabbit and nitrogen bonus

a better end rail for that fence ... use abut 3 foot lengths of rails and make a box fitting the fence proper into each row as needed ... then you can post and gate from the box end to box end on the other side ... as for goats and cows.... 2 wire fence lines ... one about knee high and one about belly button high ... then the smaller goats are less likely too get by ... and dont forget to add a scratching post ... an axle mounted on a rim and set in concrete with a wire sweeper brush slide over the axle .... then cows and goats and dogs will get their itches looked after ... yes a second one on a horizontal on the side one or set apart from it for their backs

😂oh boy , the dogs love you lol. Just like little kids lol. Your sisters farm is going to be amazing. I was raised with goats and 100% they get out of most fencing and will eat all the tress . Electric is the best way to go.
The rail fence is really pretty but having had goats I agree with you about the goats,, I understand the visual appeal of it. Someone is going to be rounding up goats and getting stuck goat heads out from between those rails, a hysterical goat with horns is no fun to wrestle its head free from a wire fence because even with non climb goat wire fence the crazy things can manage it….but worse case you can cut a wire fence to free it if you have to keeping it and you unharmed, then repair that spot easily enough.,,,,that rail fence your probably not going to want to be cutting to free a goat 🙂

I am putting up play time and work time system with my Border Collie. So she isn't constantly trying to get me into games with her when I am working on my land. But Goats, I don't know how much time your sister have on her hands, but in my opinion the work - gain ratio is very low. You need 1 ha of gras land to feed 10 goats + if you plan to milk them, you need to supplement their food with grain. + up to 3 hours a day for tending to them. And they will escape into your vegetable garden and wreak havoc there. Not might - WILL get there somehow. Sheep are easier, no milk (but can me milked) but more meat and only 1+ hour per day for work. And if you can keep them outside during lambing season (they getting some exercise) they don't need so much support giving birth.

You will need a tight fence for Dairy Goats. They seem to find every Crack available and squeeze through. I have raised them for years.
