Actually the puzzle has luck boosts. The bigger the danger you were in, the more the puzzle would change fate around you to make you survive it. This is why he pretty much drew whatever he needed. It wasn't "heart of the cards" it was the puzzle at work.

Something that didnt carry into the anime is that the items were also on a spectrum of Justice and Evil. In ascending order the Key, Necklace and Scale leaned toward Justice whereas the Eye, Rod and Ring towards Evil. The Millenium Puzzle was dead center as it had the potential for both Justice and Evil. Notice that the Eye Rod and Ring is also the order of antagonists encountered in the series

@Sarka 47 i think you're confusing characters from the present day to those from the past. It was Present-Day Bakura who received the ring with his father there. Bakura from the past is the one who was born into a village of criminals

It's basically like the rod, but even more OP. And disturbing af. You can break out of the rod via friendship, but.. with the key, that's literally impossible.
I guess the rod is generally more flexible and easy to use? That's the only reason I can come up with to use it instead of key.

Also in the Japanese version of the series, the Millennium Rod had a hidden dagger inside the shaft which Yami Marik used to kill his own father and attempted to use on Odion

You forgot to mention the millennium Puzzle also grants the user the ability to control probability, so once per duel when they are on the ropes the wearer can basically BS the EXACT card they need to the top of the deck.

The Millennium Puzzle also had a Luck Boost. But it only begins to work if the wielder is in a desperate situation while in a duel. It does this by willing a card that the player needs in order to keep themselves alive to the top of their deck. However, if the player returns to a situation where they're in better control in a duel, then their luck is lowered.

I dunno, I think you powerscaled these based on their ability to play cards. Shadi and Ishizu's sound infinitely useful for socializing and understanding people around you.
They say the Millennium Scales also enable Fusion summoning, which is a powerful mechanic in the game...soooo I wouldn't overlook that detail.
Combining the scales with the key could allow the user to better navigate through a person’s mind. This was best demonstrated in season zero. Also, something all the millennium items can do is initiate a shadow game, which is definitely a plus.

The scale can have an effect based on LP. The person with higher LP returns one card from their hand to the deck, while the one with lower LP adds one, none dark monsters with LP less than the difference in LP.

It basically the judgment scale. It based off the ancient EgyptIan legend of comparing the weight of one's heart to a feather. The more sinful, the heavier the heart.
In Dark Side of Dimensions, its revealed that there were 8 Millennium Items, and the item that the antagonist held was said item. Which is the strongest.

We can also see this ability used by several characters during the Atlantid arc. During the Ancient Egypt arc anyone with a millennium item can use it. Yugi and his friends also gets this ability without any millenium items in the same arc. In GX Jaden gets this ability after fusing with Yubel.

They are all far more gorish in manga. Ring for instance will jab itself onto wearer with those little things that point the way making the wearer be unable to remove it.

Bakura wasn't actually human, you'd know that if you watched it completely, Bakura was actually Zork, the pure evil creature born from the Millennium items. At least that's what I understood from the anime, and it did keep saying "you mortals" even to the Pharaoh.

People really need to stop spreading the misconception that the puzzle has luck powers. In the original manga it's powers are only ever stated to be that it contains the souls of Pharaoh Atem and Zorc Necrophades; summons and controls Duel Monsters, including the Egyptian Gods; and grants the one who solves it intelligence and "power of darkness"
It is never stated anywhere in the manga that it manipulates luck.
When someone like Yami, Kaiba, or anyone draws a card they need it's about will and faith. Faith in oneself and the deck they built. It's about the heart that one puts into their cards.
