Yes pls, that's actually the best way to do it.
Just add the powders to any types of oils you're using in your formulation and double boil to dissolve.
NOTE :
Not all powders is oil soluble, some are water soluble so you have to add the oil soluble to oil phase and water soluble powder to water phase to desolve before adding all together.

As for fragrance, it's an optional ingredient. Not everyone likes scented cream. You may add or not add.
