The problem with that tire is the deformation it has, it has a fairly marked jump that no matter how much you want to give it optimal centering, if you do not eliminate that jump the centering will not be good, it would be a good idea for you to change the centering device for one that has the option of removing tire jumping

What if someone was on the other side of the window? That wouldn't be nice. The wheel is fixable...that bend did need some persuasion with a medium weight mallet first. The hub also needs service. On a good day three quarters to an hour. It can be as good as new.. A serviceable hub and a properly tensioned ( each side within 10%) tuned to the riders weight and riding style. It would go back on the bike with my full confidence that it will stay true under normal abuse. The mallet is essential as there was a deformation in the rim. Not recommended to a novice. That mallet takes a few errors until mastered. Once mastered along with other techniques and skills it is amazing how bad a wheel can be before being totally unfixable. The tensionometer is also an essential freind . Pretty good without is ,but everso reassuring when you and the tensionometer agree. Like a nice hug ...good work my freind. Well when the tensionometer doesn't agree....thanks my friend for keeping my backside. I will correct that right away. Whether it's the best option...that's the costumers decision. It is necessary though reconditioning a used bicycle for sale. It will be strong and serviceable. Also very likely not needing a spoke wrench again before the life span of a new chain . 90% of the time a reconditioned bicycle gets a new chain and if necessary a cog set hopefully a reusable take off.

Dished wheel like this the centering will change with an inflated tire by a few millimeters. The jump should have been taken care of with a mallet.
