You can use blender if you love doing it. Certainly there will be limitations if you don't have a gpu. You can consider using render farms and I wouldn't focus on things like photorealism, but you could make some stylized things. Do keep in mind that getting a better pc will upgrade your overall experience with the program, but you can definitely work within the limitations of your pc if you simply enjoy doing blender
