Great shop video, got some good ideas from you. As far as the jointer cutterhead guard, with my delta at least, to put more tension on it, you have to take out the set screw where the guard connects to the bed and spin the post till it has more tension and then put the set screw back in.

Great shop! For the jointer, I restored a couple of delta. From my experience: There is a set screw on the side. Loosen that and take out the guard. Now inside the guard assembly usually there's a spring that has to catch on a stop on top and another stop on opposite side at the bottom. The opposite force is what spring the guard back.
It might just be the spring is not seated properly on the stop. If it is, then that's all you need to fix. Otherwise, just get a new spring from ridgid. It shouldn't be that expensive. You probably pay more in shipping than the actual spring lol
