You should investigate what is causing the slowdowns. I've seen it happening in many emulators, and I will guess they are not emulator related, have heard somewhere that printk can cause terribly slow slowdowns, so, banishing printk and trying to improve the video driver may solve it plus... Linux kernel is not real-time, you should try to force the emulator and the video driver to have 100% realtime priority...
Really cool project! Is 720p really necessary? I mean those are retro games, the PS1 for example had a max resolution of 640x480, so running at 720p is basically upsclaing at this point. Think it might make games like crash racing even enjoyable
Thanks! I didn't try that, but I belive that there might be a "visual" problem (blur, etc.) with upscaling implemented in TVs/monitors. I think it is better to start with higher resolution source, but I might be wrong.

whats the diference betweem emuelec or batocera? does N64 runs well?
What processor is in your TV box? allwinner H3 or other?
does it run in stand alone mode? what kind of tvs box are compatible? where can I download that IMG? is the raspberrypi version adapted?

Just buy a raspberry pi 5, and call it a day. I call these cheap android boxes trash.
