Blue is used to take the brightness away from the initial base colour, use it all the time when painting faces with oils, only needs a very small amount, also great for creating that weary look under eyes.

Vallejo primer is king. I use a bit of tamiya for airbrushing and again, vallejo for brushwork.

Blue in the skin tones is the same as red it's for slight coloring under whatever skin tone like if the person is in a frozen mountain and your cheeks get a slightly blue Hugh to them

Actually those are correct except theses paints can also paint figures so not just human flesh also alien or monster flesh
