In the lease contract the operations is done by General Atomics personnel not Indian Navy, the lease contract includes operations in full and the crashed drone is replaced at no cost to Indian Navy

Also why India keep on getting into deals with Russia even though Russia's stocks are going down rapidly. The "strategic autonomy" logic seems to be a redo of the non alignment period which didn't serve India well in hindsight.
The answer is simple because turkey doesn't share it's border with China and Pakistan who operates ballistic missiles. S-400 is considered creme de la crème of air defence system which is even feared by US itself.
I doubt Turkey will "sell" their S400 to the US, lol. While i'm sure it would be welcomed by the US, at the end of the day... they're not gonna learn much more from the S400 than they already know from the S300. Turkey made a huge strategic mistake thinking the S400 would provide them more increased capability than the only multi-role stealth fighter jet available to the rest of the world... they're really not happy right now, lol. However, that said, even if Turkey gave the US their S400s, I don't think it would change anything... Turkey has shown itself to be an increasingly unreliable partner over the last decade or so... I don't think the US will forgive that and approve them back into the JSF program any time soon. There's a reason why Turkey started work on developing their own natively produced stealth fighter jet the Kaan, cause they're not getting back in any time soon.

The 100m averaged price (i.e., 31 vehicles as part of a $3-4bilion contract) doesn't list what that contract entails. That suggests that its the cost for the entire life cycle costs and o&s of the system, not just acquisition (plus, it means India skips the R&D phases, which ads significant costs if done indigenously) of the vehicles themselves. However, you can somewhat accurately estimate that if the normal price of a Reaper is ~30m/unit and the average contract price is ~100m/unit, that the price for export will be ~2x the regular US-price (or ~$60m/unit) or ~1/2 of the contract price (or ~$50m/unit)... which in/excludes the cost of additional add-ons like different opto-electrical/radar/surveil systems and weapon systems.
You do realize that this is a HUGE drone, right? The various Turkish drones from the Bayraktar-family of drones are significantly SMALLER (note: not small, but small-er)... also most of their systems electro-optical/radar/surveil systems still come from other western countries (the akinci is the only one where its native so far if I recall). Also, the performance characteristics of the Reaper are all higher than the turkish drones... they can fly faster and higher and have a longer endurance/loiter time and have a significantly higher payload capacity. Overall, they're just much more capable and more importantly battle-tested and have the option to be progressively updated to suite its operational environments. Did you even bother to look at the capabilities?

Considering the poor performance of this drone in Yemen, the price should be significantly reduced. This is especially true when the US considers India as a crucial partner to contain China. Israeli or even UAE drones would be a better alternative until indigenous Indian platforms could be developed.
The plain and simple thing is that even people now realise this deal is a strategic deal rather than a competitive purchase. We wanted US to behave and not be a nuisance in the neighborhood and internally through its proxies by way of farmer stir, congress etc which was not accomplished. Look at Punjab border. The so called depreived farmers have made pucca houses on national highways blocking it and there is orchestral impediment to Indian story by various elements like Pannu.. these would only get more bitter once US elections are over

In the military, the most important thing is the "here and now"... not a few years in the future. You can do surveillance without going into enemy airspace for most of cases during peace time. But I get your point!
