Loved Matt Smith as The Doctor. Hopelessly immature and naive when alone with friends, but revealing depth of character and understanding of people at unexpected moments, at least about everyone but himself as this episode showed.
He's so good, his time would have worked as a soft reboot because of how well the character is portrayed, not with an info dump at the beginning of the episode that picks up right at the end of the special then have a 6 month time jump 🤦🏼♀️

If you haven't seen it and you want to watch it, it might be an idea to skip the rest of this reply. Ok, with that out of the way: In this episode of Doctor Who, the country they're in was launched off of Earth to try and survive the planet's destruction. It would have fallen apart, except for the fact that a giant space whale (I can't remember if they actually named the species or not), which was the last of its kind, took pity on them and helped, supporting the country on its back and flying it through space. The humans, not understanding its motivations and fearing that it would leave, causing their country to fall apart and killing them all, further built their city around and _into_ it, even going so far as to open up its skull to electrocute its brain in an effort to force it to keep going. The monarch of the country is occasionally brought to the 'control centre' (for lack of a better term) and told the truth, at which point she must choose to either release it or forget what she has been told. The Doctor is obviously horrified by this when he finds out, but can't just let a whole country die to save a single creature, so he begins to prepare to use the electrocution mechanism to effect the space whale's brain in such a way that it keeps flying, but is basically brain dead - he intends to at least stop its suffering, even if he can't release it. Amy (the girl the Doctor is talking to in this clip), without discussing it, presses the button to release the space whale... at which point it starts flying faster because, as she puts it, "you're not torturing the driver" (or something like that). When the Doctor asks why she took the risk of just letting it go, when it might have flown off and killed the entire country, she responds with the quote in the initial comment. This quote draws a parallel between the Doctor and the space whale, expressing how they are the same in their motivations. They are both the last of their kind, so have nothing to lose by helping. They are both very old and they are both very kind, so they can't just stand around and watch children cry. They feel like they have to help. The space whale helped humanity out of choice. It saw them, terrified and alone, and wanted to help, just like how the Doctor saw the child in the short, terrified and alone, and wanted to help, even though it went against the rules he had been telling Amy about (never interfering in the affairs of other peoples or planets) just moments before.

I always found the beginning of episode weird. In the end it was all about the big secret about how the space ship works. The whole beginning of that weird robot-controlled police state that kills kids for having low scores was never really resolved or even brought up again.
It never killed them for having low scores per se, but they had their privileges restricted for having low scores, and if they broke the rules of having restricted privileges they got sent to the whale. The reason they did it was to feed the whale, as they figured it needed some form of sustenance and it was easier to get rid of the troublemakers and feed it at the same time. The Whale of course refused to eat the kids. It's explained at the end of the episode when they find the brain

Not a man who forgets, a man who can’t bear to remember. And that is infinitely more sad. You can see the pain in his eyes whenever any of his children are brought up. He loved them so dearly and now they’re gone. Even his granddaughter who he forced out to have her own adventures, making a promise he would never keep. It probably haunts him which is why he tries to not remember.
There’s a little bit more to how crying works. It’s basically the only noise a baby can make so whenever they cry it just means they want a certain thing and they’re trying to tell you. when you think about it it’s the equivalent of being fully conscious but unable to speak you do everything you can to try and show people what’s going on or what you want, but it’s near impossible for anyone to understand and since that noise becomes familiar you continue to cry as you get older but only when you need solace

They didn't retcon it. Since the beginning each regeneration has both acknowledged that their previous regenerations are them but they are their own person. So the answer from 11 would be "no I'm not a parent" unless you asked something more akin to "have you ever been a parent." This odd duality has been a time lord quirk since the first regeneration
He is and he is very sad about what happened to all his kids (not helped by recently having a clone-baby forcibly made then watching her “die” in front of his eyes
I love this episode because Amy is able to show the doctor something he wasn’t able to see, the moment at the end where she slams the queens hand on the button is exactly like when the doctor starts saving the day and nobody has any idea what he’s doing. It’s no wonder her daughter is the only one who can keep up with the doctor.

It's from Doctor Who. I don't remember this episode specifically, but the guy is an alien who makes friends with normal people and takes them traveling through time and space. Inevitably they come across problems and people who need help. So they have to figure out what's going on and what they can do about it.
It's been a minute since I've seen this episode, but the Doctor and his companion Amy are in the far far future where humanity is on the back of a whale in space. The city is in a police state, meaning the police control everything and keep an eye on everything and if you do even the slightest thing wrong you get punished. Iirc the crying girl saw something she wasn't supposed to. Past this, I only rememeber the ending of this episode It's the second episode with Matt Smith as the doctor, I think series 7, episode 2
They are in massive space ship that house most of the UK (Scotland choose to have their own ship), the ship is carried by massive space whale which kids are sacrificed to feed it, I think this girl or lost most of her friends or is the next. The twist is the whale never ate any kid and always spit them out and they we’re torturing him for no reason and he saved them willingly
Basically, the doctor just regenerated(if you don't know what that means then its a new day a new doctor with personality and everything) after whole lotta shenanigans, he convinced amy pond to fly away for a single trip into the past or the future. In this case future where whole of uk was bolted together on a spaceship. Before going into the tour he tells amy the rules of time travel being spectator and all that. But at that time he saw a little girl crying and broke all the rules he just said. This scene followed after. After this some stuff happened they found a dark secret one thing led to another and in the end amy saves the day by risking extinction of British people on that ship but alls well when ends well
He dodged the question. Yes he's a parent. I'm surprised he's not got several more than the one considering how long he's been around and how many companions he's had.

"it came because it couldnt stand to watch your childrten cry" Amy knew the star whale was a loving, kind creature because shed seen it before, in the doctor. That a creature exploring the stars, all alone, and with a heart that big, can never turn down the call of crying children.
This shows how the Eleventh Doctor actually is quite socially intelligent such suggests that when he's socially awkward, hes mostly doing it because he doesn't give a shit...
