They used an instancing shader to render the crowd. Instancing technology has been around since the first releases of directx 9, and it was designed specifically for this kind of thing. With model 2.0 shaders, you can code a simple shader that copies a model geometry to the video cards memory. Then you only need to pipe the location and direction to the gpu for each NPC. The GPU does all the heavy lifting by rendering the whole crowd in one pass. Plus, they were all very low poly models. If you add a simple LOD algorithm on top of that, even with older video cards, you can actually render many thousands of copies of the same model to the buffer all at once before getting any major hit on performance. There's a reason why they were all zombies with no advanced AI. AI algorithms are CPU intensive. If you add AI to each NPC in the crowd, the bottleneck would actually be the CPU, not the GPU. If the CPU needed to process AI for thousands of NPCs at the same time, even new high-end processors would choke. So they settled for a huge crowd of mindless wanderers. The rendering engine for this game was average for its time. It would have been a very impressive technical achievement if every NPC in that crowd had the same advanced AI as the main NPCs, but that's almost impossible, even with the best gaming PCs today.
The Glacier Engine provides 700 moving objects on screen I think. But I don't know which version it was. Also the one used for Prototype is used for lots of objects. Older Unreal Engines couldn't do this. This is amazing.

Geometry instancing was built into the prefab system of the unreal engine 3. There were built-in shaders specifically for it, and it could easily do this. Use the silenced ballers to kill the bird and the bartender in the first room, then stand by the door as people try to barge their way out. When they do, kill them. Then kill everyone on the second floor, and make your way to your hidden M4. After this, the mission is just an enjoyable spray and pray.
Seeing as how this mission was set in America, at least these random civilians would have a chance of defending themselves. How this played out was more reminiscent of events in Europe.
I always played Hitman Blood money on that vibe... I would kill EVERYONE on the map. On this specific mission I would start by killing the birds, then the police and then everything that moved and could be killed by me. I also loved the boat map where the newspaper on the end of the mission called me "terrorist" and that was one of the few English words I understood at that time. And the cassino one where I always had to be careful to kill everyone...

Although the ghost people can’t be fiberwired, they *can* be hit with a knife, so that’s what I would recommend. It’s still a little awkward and the hit detection doesn’t always register, but it can be done with some patience. Edit: I wrote this comment when I was only partway through the video, I can see you figured that out yourself.
You can only kill like 215 people on the map with disarming all guards bringing the most ammo on the assault rifle and using all mines poison and pistols and smg bullets you can still only kill 215ish
I know this video was made long ago but I think you didn't finish off the people that lived in the hotel that you start at. And you made it a wee bit harder on yourself not using upgraded guns

I just tried this and failed. Then I found the video. I feel far more respect towards you than would be appropriate.
Take the assault rifle with you, pick up the enemies guns, find a knife.
Once you take out the proper NPC's, it's just murder for days.
