I never played this, only played the WO4U. Even so I realized that Koei did their best in this game. The cutscenes itself is better than WO4U. It's like they really put their love in WO3U while the WO4U just their excuse to grab more money.

If I'm not missing anyone then Zhao Yun, Kojiro, Dong Zhuo, Sun Quan and Toshiie are the characters who weren't in a cutscene with lines or a big show.
This might be a little late but Toshiie actually appears in the cutscene with Guan Yu and Yukimura as they were facing off against Zhao Yun and the other two (I apologize, I forgot their names 😅)
thats why i say that about zhao yun. in wo 1 he was the protagonist. in wo 2 he only apparead in 2 scenarios. and in wo 3 only in 1 (2 if you have the ultimate version)

Can I win the first stage at start ? Just shot normal and when the hydra attack just get out of the machine and run far of the machine to make hydra attack on you (dodge it) and the get back to the machine( repeat again and again)
+Ba Quan Nguen Ba Quan actually you can manage to kill one of the hydras within the battle, it just requires mad hacks (basically when it's about to fire, exit the ballista and run from it till it's done shooting fireballs, and get back in and fire away. rinse and repeat)

I know that you asked 3 months ago, but i found solution. Maybe will help you. If not, maybe the others use my method. Characters in this cutscene are a hint. Cutscene triggered during mission "The Swordman's Challeenge". After Nezha appeared in the castle, go to this castle and kill everyone except him. Then just run around him until (on stairs showing in this video) to this cutscene. Chaos difficulty of course and recommend team :D
