It means developing the brand identity system, using the personality attributes throughout... for example if the brand is rebellious, we should see that reflected in each identity element including type, colours and images etc..
If your personality was a real person, what would it think or say about your industry, the wider world, social issues, politics, sport etc etc... if your personality has answers to these questions it feels more real
