    PD FS sequence is oversensitive to show fluid . Is it better to use T2 FS sequence since many ligaments show striated appearance on PD sequence without really being torn

      Totally agree. That is why we always have a T2 weighted oblique sagittal sequence specifically for the ACL.

    how can a patient tell if his or her ACL is partially or fully torn?

      Visit an orthopedic doctor who will physically examine the knee joint and tell you if you have an ACL tear or not. If needed the doctor will then request for an MRI to know the extent of ACL injury and if any other additional injuries are there in the knee joint.
