Step 1: Obtain a considerable amount of money
Step 2: Buy a modestly priced regular car and attend a few track days / HPDEs to get seat time
Step 3: Obtain a lot, lot more money
Step 4: Buy a prepped race car and go through a racing school such as Skip Barber Racing, BMWCCA, etc. (in US) to obtain a racing license
Step 5: Obtain an obscene amount of money and spent it all on race fees, car maintenance and consumables such as tires and brakes hoping you have enough money to have a competitive car and enough seat time
Step 6: Lose all of your money, but relish in the enjoyable time spent racing in a car - win or lose

Realistic annual running budget between £50,000 and £150,000 plus the cost of the car. Anyone can run around at the back of the grid. The barrier to entry into motorsport is money not talent.

Money really, but if you attend tracks and talk to others in the sport that will eventually lead to you sitting in a race car. Maybe not "officially" though.

if you're a millionare
Exactly
Regardless of budget, the process to start is the same.
There's a huge number of incredibly talented drivers in all forms of racing that aren't millionaires.
There are so many club racing series that you can race in without a large budget. Drivers may have different motivation for starting to race but once they start, the process is the same, as per the video.
How do i become a racing driver if i have no budget
Well said @ginettatv. It can be done and there are plenty of resources out there to guide you in the process. I publish them every week on Motorsport Prospects.
There are couple of options!
You can race karts or sim race. Both give you the thrill of racing and you'll learn all the same skills as racing cars but with a much lower budget!
