    My troop was very small, so I got to be on a lot of the board of reviews. They all went well, but one time we did have to 'not pass' (fail) a guy from my patrol. He was an ... interesting scout, even making the national news for something else also scout related. He made quite the fuss about not passing, and quit our troop to join a different one. Never will forget about him, though.

    Enjoyed your video. BOR is not required for Scout rank advancement. Have had a BOR for one of my scouts unanimously not approve a scout for advancement to Star based on his lack of scout spirit, and that he couldn’t tell them what merit badges he had completed for the rank. Because of the pandemic, he had “taken” several merit badges in online classes, but didn’t remember them, and when prompted by the advancement chair as to the badges in question, couldn’t tell the board anything about them. Letter sent to council, Council Exec and DE told board members they couldn’t “fail” a scout for any reason, held a board at their level and passed the scout. Of course, the scouts performance had after a two month delay, improved greatly.

      Believe it or not, that's correct… although there was one occasion where the Scout arrived late for a Board of Review. His parents apologized for being late, but it took a while to get him out of prison. He had been arrested for arson the night before. They told the board that they understood that they should not have the Board of Review at that time and the Scout agreed. We adjourned without ever convening. I don't believe the Scout remained in the Troop after that. It would have to be extreme circumstances similar to this, where a Board of Review is delayed/postponed by the Scout or parents. YIS⚜

      The Board of Review can only be held after a Scoutmaster's conference. The Scoutmaster is the one who makes sure that every requirement is fulfilled. Otherwise, they would not pass them on to a Board of Review for rank advancement. More specific information is available in the Guide to Advancement Section 4. Particularly 4.4.2.2 which describes what the board review is responsible for. Thank you so much for your question. YIS⚜

    I recall one summer a boy came to his BOR and he forgot his scout shirt. We required the youth to be in uniform, but we got creative with this because my husband felt it was better to hold the review as much as possible. So, my husband gave the youth HIS scout shirt -- and yes it had a District award of Merit knot on it (among others). I believe it was successful and I'll never forget when my husband gave someone "the shirt off his back".

      Hi! You mentioned in this video on the Board of review the Scout master is not allow to be there so they can see what going in on with the troop, so my son is going to have his and the scout master told him he has to be there because he is the scout master, could you clearify this for me please

      I'm sorry if I was not clear about the role of the Scoutmaster. Typically the Scoutmaster introduces the candidate to the board. They are not a member of the Board of Review. After the introduction, they leave the room. In some cases, the Eagle Scout candidate may request that the Scoutmaster or Mentor be present during the Eagle Board of Review. If there are no objections from the board they can stay. However, they must be behind the scout and not in view. They are also instructed not to say anything or ask any questions during the board of review with the scout. When the interview process is completed everyone not on the board leaves the room. The board may request that the Scoutmaster or Mentor stay and clarify any statements that were made. During the deliberation of the board, only the board is present in the room. I hope this helps clarify any questions you might have about the Board of Review.       My husband was not Scoutmaster. He just always kept his uniform in the car in case he needed it. He held several positions in the program.

      Sure thing Andrew. Congratulations on making the big decision to crossover. Cub Scouts is wonderful however short. Thankfully you will have lots of wonderful memories as you join the Troop. Of course, this is a good time to think about Commissioner Service. Across the nation, we are in short supply and we need Scouters with Cub Scout experience. It's possible to do both Troop and Commissioner work. Ask your DE or District Commissioner about it.     Also an important note: Thinking that an Eagle candidate is too young is not a legitimate reason to fail them at their board of review. I know that a lot of scouters still think scouts shouldn't be allowed to become Eagle Scouts before 15 or 16 yo. It happened to me. I had my EBOR at 13 y 11 m old in May 2000 in the National Capitol Area Council, and there was anti-Mormon sentiment, accusing the church of cranking out "paper Eagles". They saw me as a young LDS scout and decided that I was too young to be a "legitimate" Eagle Scout, so they failed me, even though I had completed all of the requirements and was well prepared to answer all of their questions. They told me to wait a year before trying again. I waited 9 months, and the Eagle board almost failed me again for the exact same reason. It took an LDS scouter on the board intervening on my behalf to get the rest of the board to begrudgingly pass me on my BOR. It is categorically against BSA policy to add, subtract, or alter (with exceptions for disabilities) any requirement for any rank, merit badge, or other award/recognition. Turning me away, and almost doing it twice, could have discouraged me as a young teenager from continuing in scouting over a made-up requirement that they assigned to me out of prejudice. Don't be one of those scouters!

    Could you make a video giving advice to scouts who are about to turn 18 and would like to be an assistant scoutmaster or other offices within the troop? I would like to still contribute and help out as an adult leader after I am 18.

      Almost a year ago I made a video for the channel called “A Scouts Next Step - Eagle, is Not an Exit Sign!”: th-cam.com/video/EWt-C2C8vqM/w-d-xo.html. This channel is dedicated to helping scout leaders with their skills and knowledge. Getting started in any unit can be challenging. Of course, it all starts from your basic training and YPT. Legally (required by insurance and underwriters) there is a “gray area” where young adults (over 18) are not eligible for certain requirements until 21 years of age. This should be covered in the Youth Protection Training that all leaders are required to take and keep current. Please don't let this small issue detour your determination to help out with your unit. You know firsthand what you're unit has done for you and how you can give back by “paying it forward”. I will put your suggestion on the whiteboard and hopefully come up with more videos that would answer your inquiry. Thank you for subscribing to the channel and contributing to our conversation.     As a former Eagle scout, I just became the District BOR for up comming Eagle Scouts, and I really do not know much about it.

      Congratulations on being on the board of review. It’s a critical part of a scout's advancement. You have a unique perspective as a former scout. You can relate to what the scout should know and how they learned it. Remember it’s a review, not re-testing. Always use open-ended questions and never allow the short answer. Once an Eagle Scout, always and Eagle Scout. Keep up the good work. YIS⚜

    ScouterStan, what are those yellow beads under your wood badge beads? Never noticed them.

      The yellow bead is actually a miniature leather woggle. There is a brown one under that one. I received them when I was on NYLT staff. The first brown one was when I was Quartermaster. The yellow one was the following year when I was the Assistant Scoutmaster. Normally the addition of one wood bead for NYLT staff or Wood Badge staff is the standard. In my council, the NYLT staff recognition is placed before the wood beads of Wood Badge. There is a red miniature leather woggle for NYLT Scoutmaster.       Wow. So much to show all your achievements as a leader and service to scouts! Great spirit. I have a suggestion for a future video. I’m sure your son is off at school or working at a new job. Maybe you could have an interview with him on how his experiences or earning the rank of Eagle Scout have helped him in his career. It would be very interesting and a bit personal to you!
