Only for IDE pre large CHS support, which NT 3.51 clearly is. SCSI didn't have this problem. IDE was the new kid on the block for NT back then, and not well supported. NT 3.1 only installed on SCSI.
windows nt 3.51 and 4 have a weird 4gb partition formatting limit as they format as fat first then convert to ntfs before the gui portion so that's why it wasn't allowing him to format it's a hard limit for fat partitions on nt

I've only ever done it once and it was sooo many years ago now, but that is the sort of process I needed to install from a Win 95 CD. The boot disc I grabbed from online had some instructions and I distinctly remember the drive letter being something weird like F:

haha, welcome to computing as it was c1995. Back then a typical hard drive was 540MB. I'm surprised the computer even recognised the 200GB drive. It being from 98 it would be looking for something about 4GB. There was a limitation in some BIOSs back then at about 32GB NT3.51 was a bit of a PITA, NT4.0 was better. I wish I had a dollar for every time I installed NT4.0. When you get part way through server install it wants to know if you want to make it a domain controller or a file and print server and you can't change it afterwards. At least you could promote and demote servers in W2K.

Bluescreen when you tried to delete partition seems like a bug with NT installer. It seems like if you try to press "D" to delete partition when there's no partition selected, it just throws bluescreen. I think Druaga1 experienced same issue when installing WinXP to SSD. SSD wasn't recognized properly(because he didn't properly connected SATA power), he tried to delete partition and it bluescreened. This bug is probably fixed when Microsoft completely redesigned NT OS installer, which was used by Vista and still being used today.

Yeah, you need to check the jumpers on the hard drive if it's detecting it as 8GB. That and I think there was a 120GB limit in the GX1.

actually you _can_ use a bigger HDD with NT3.1/3.51/4.0, but you need to format it as 4gb when installing and resize it after the installation
