You should refer to Voyage Orders. If no any specific instructions mentioned there when to tender NOR,pls refer to Time Charterers Standing Orders ( If your vessel is under TC) . Some Charterers required NOR to be tendered by the time of EOSP, some when the vessel arrive to STOP, i.e when drop anchor or All Fast time. In any doubt feel free to ask the Charterers when to tender.

NOR tendered not only to Charterers but first of all to the shippers via Agent, i.e to Terminal. Charterers usualy mentioned in CC
