- A Notice of Readiness (“NOR”) is a notification by the vessel that she is ready to start the charter service (upon delivery) or is ready to load or discharge cargo. Giving an NOR has two purposes: (i) to inform the charterers that the vessel is at their disposal; and (ii) to start the running of hire or laytime.

NOR tendered not only to Charterers but first of all to the shippers via Agent, i.e to Terminal. Charterers usualy mentioned in CC

Concerning the time frame, would the hour of the day of NOR be commenced at local time in the load port or Greenwich mean time, if charter party didn't express it clearly. Thanks.

Hello capt. Is it advisable that the NOR be tender when vessel EOSP or must wait to be alongside? Thank you in advance.
You should refer to Voyage Orders. If no any specific instructions mentioned there when to tender NOR,pls refer to Time Charterers Standing Orders ( If your vessel is under TC) . Some Charterers required NOR to be tendered by the time of EOSP, some when the vessel arrive to STOP, i.e when drop anchor or All Fast time. In any doubt feel free to ask the Charterers when to tender.
