I'm SO confused. I'm running a 4070 TI with a Ryzen 7 5800x3d on 1440p with Very High Settings and RT High. I'm getting 60-65 FPS but my GPU utilization is stuck around 80%. No way it's a CPU bottleneck with 5800x3d, so is it like... Power Supply? I've got a 650w Corsair Gold....
It could be a number of things. 1) does your case have adequate airflow 2) are all the fans spinning 3) so the fans boost to 100% 4) has it always been hot? Thermal paste might need to be redone. I have heard of manufactures cheaping out on thermal paste, and it needing to be reapplied.
You have to restart the game to make ray tracing changes take effect
Can't always pull 60FPS at 1080p very high, what a shame for this GPU!

How much ram do you have 16 vs 32? Is pbo and xmp turned on? Is your ram correctly running dual channel?
I have this graphics card and my temp just goes up to 88 C i dont understand
