For a dollar you can unlock it. It's an additional 15 cents a minute. But you're going to end up staying pretty local to Santa Monica, which is a large city adjacent to LA. The scooter only has a limited range.

The strange thing is that this Xiaomi Mijia M365 has a maximum load capacity of 100 kilos and the Superteff ew6 (Clone) has a maximum load capacity of 120 kilos.

This is a electric scooter of my girlfriend.
It would be really neat if it wasn't a tiny toy. One day they will make an affordable electric scooter that can be used in actual traffic. Key word affordable. As is, you have to spend thousands of dollars for a scooter equal to a $1000 used motorcycle, well almost equal, the motorcycle can still go on the interstate and ride hundreds of miles.
