while trying to fix the flashing white light problem , i was tracing the voltage on this board when i accidently shorted out 2 tiny capacitors - now i have no flashing white light at all - any idea where the fuses are on this board

What kind of capacitor you short? If you short any capacitor they must be Replaced and check the sorce of power for these capacitor like ic they possibly also short.
