I always thought that Kenjaku saw Sukuna as the peak of power and Kenjaku being Kenjaku wanted a way to surpass him. It makes sense why Kenjaku had a kid with Sukuna's brother and the death paintings. Maybe Kenjaku's "My will will be inherited" meant Sukuna being surpassed and beaten by his creation and not the merger.
