Siani, eye of the storm is a djinn that when it attacks you scry x where x is the number of flying creatures. Easy to get huge scry effects when you have a bunch of 1/1 flying dragons.
Also psychic battle does huge work here allowing you to lock down control of targets.
Also miracles. We love miracles. Imagine scrying before your first card draw then slamming entreat the angels putting the scry reduce cost into x and just getting loads of angels

This is basically the direction I've been going with him. I tried storm, which worked...ish, but it felt like, for the most part, I wasn't even actually using his cost reduction that much, so I switched to big giant pay out spells that can also be used for dragons. Anyway, heart you.
Suits him well. He is one of Mystra's living avatars after all.
One of my favorite characters gets the love I hoped for!

@@michaelwaynetucker I half agree with you. They could have done anything with him, he is that storied. It's interesting WotC choose this template. But this card is not weak, by any stretch of the imagination. For -3 you create flyers. Even thinking low, he creates like 4 or 5. And he smooths your deck, while semi ramping sorceries and instants. This card is AWESOME and I can't wait to dig through my cards, to build a deck with him!

I mad this wasn't in the Forgotten Realms set, but this card is amazing. It hits flavor and power in a nearly perfect way.
I'm glad this wasn't in the Forgotten Realms set, 'cause otherwise he wouldn't have been able to be a legal commander.

I’m excited to use Netherese Puzzle-Ward with Elminster. Potentially scry 4 on upkeep, with the added bonus of an extra draw, and reduce the next instant/sorcery by 4? So much value.
Also, watch out for the non-bo of Eligeth, Crossroads Augur and Elminster. Scrying with Eligeth replaces the scry with draws, so Elminster won’t trigger.

If you think Urza, Lord High Artificer is an overpushed card, you should look at the D&D history of Gandalf, er, Eliminster. I had a supplement with his stats, and IIRC, his lowest one was like 15 or 16 Strength even though he is depicted as this lean, old man. Hes a Fighter/Wizard/Cleric/Rogue...which covers pretty much everything with him being most exceptional as a wizard because he is of course, Gand...er, Eliminister. Beyond an arsenal of end-game gear, he was also a 'chosen' of a God of magic, had a tower stuffed with further magic and wealth and pretty much was a living god.
In the 3.0 Epic Level Handbook he had his highest stats. He's Fighter 1 / Rogue 2 / Cleric 3 / Wizard 24 / Archmage 5 and a Chosen of Mystra. He's CR 39, tied for the highest CR NPC in the entire book. He's a monster with a Str 13, Dex 18, Con 24, Int 27, Wis 18, Cha 17. He's immune to a ton of spells, has several spells he can just cast because, he can just see magic as naturally as the average person see color, and he has access to Silver Fire, pure magical energy that can fuck anything up. He knows ancient lost forms of magic that had died with the old elves of Cormanthyr.
He's a beast. This card only demonstrates a fraction of his power. Anyway, I'm excited. :D
@@Sothas The book I had was 2.0. Unfortunately I can't recall its name because its going back decades. I seem to recall it being one of those "splat" books like the Van Richten's Guide to [insert undead type]. In this one, he had significant levels in the other classes, like level 12 Rogue, Level 10 FIghter, ect. The Wizard one was 20+ but that one wasnt surprising. I think the only one that was low (relatively) was Cleric at 7 or somesuch. Again, this is going into ancient history but I recall it was "eye popping"; an NPC with no weaknesses whatsoever.
This is such a neat build around effect. Also, Cathars Crusade is absolutely insane with the -3.
Divine Visitation goes good with Elminster, create Angels with flying and Vigilance instead of Faerie Dragons. Wizard class is thematic.
Hey mitch: you don't need a target for penance, it's oracle text says it just prevents the next damage from a black or red source so you don't need a target

Have you thought about mystic speculation? 1 blue to scry 3 with buyback 2 . A great sorcery for this deck. Also what about Eligeth crossroads augur? Turn scry into card draw
I'm curious, If you scry 2 once and leave those cards on top, then scry 2 again, in theory you looked at 2 cards, so will it lower the cost by 4 or only 2?

4. He doesn’t care about the cards being unique only that they’re looked at. You’d need to do it at instant speed or with a card that has multiple instances of scry or copy the spell though because at sorcery speed he’s just reducing your next scry instant or sorcery.

Each instance of Scry is traced on it's own. So Scry 2, then another Scry 2, would just be counted as 2 for his ability, regardless where the cards go. He only cares about the last Scry that goes off since his ability targets the "next" instant or sorcery you cast.
Also, this means that regardless where the cards go with the Scry, they are tracked as having been looked at uniquely each time.

It's weird seeing a planeswalker without an epithet. I figured he'd be called Elminster, Wizard Errant or something.

Does the cost reduction stack if you can scry multiple times in one turn before casting that first spell?
Unfortunately, no it does not. The ability is worded so that the cards must be "looked at" all at once.
What if the scry is on a non instant or sorcery? Like creatures and upkeep effects wouldn’t you just have multiple effects that say the next instant or sorcery cost x less and ect??
just a question does his first ability stack the scrying? So say u cast a spell thats scry 3 then use his ability to draw and scry 2, does the next spell cost 5 less, or does it trigger on instance of scry? So u the scry 3 spell then if u use his ability to draw and scry 2, does he only trigger off the last scry trigger.

There are precons but it's a draftable set just like Commander Legends 1 was. Elminster is a card from the main set.

You would not.
yeah only because eligeth creates a replacement effect that just draws the cards. So you would never actually scry

Once you realize how much poo and doodie the Streets of New Cappena sucks out of it's own bootyhole the answer to your question becomes abundantly clear.

IDK, I'm sure there are ways to go bonkers with this card, but I just don't care about it. I look at the text and just feel meh.

I have to disagree Elminster is very underwhelming. The scry reduction is alright but unless you can actually manage to stack a bunch of scrying abilities before you cast your instant or sorcery (and yes i do realise there are way to do this) then your just telegraphing to your opponents that you have something big coming.
then you also need top deck manipulation for the -3 otherwise most times you could be exiling a card and getting only a couple of 1/1 drakes. On top of that your exiling the card so your potentially loosing a good card for a few 1/1 flyers.
HE also has no real way to protect himself when he hits the field
On top of that hes just very boring. you have to build him one way only if your going to use him as your commander, and again that becomes predictable..
You... Realize that scrying *is* top deck manipulation, right? You can place the cards you scryed either on the bottom or *the top* of your library *in any order*.
You can't stack the Scry abilities with him. Each instance is tracked separately, so he only cares about the last Scry that went off, and it only applies to your next instant or sorcery. That being said, top-deck manipulation on a stick is insane. I am adding Counterbalance to my deck along with Sensei's Divining Top.

I'm disappointed by this card. It doesn't reflect Elminster's power level at all.
Tasha has a better design. This entire set appears to be falling flat on its face
