"It's not cumulative" Yes it is. If you scry 2 then scry 2 again that's -4 cost on your next spell. It doesn't stay for the spell AFTER, but it does stack on each use of scry so long as you don't cast an instant or sorcery in between instances of scry.
"Whenever you scry, the next instant or sorcery spell you cast this turn costs {X} less to cast, where X is the number of cards looked at while scrying this way." Then you cast a creature that lets you scry on entry. Then you use Elminster +2 loyalty. You would have all 3 instances of scry stack and reduce the next instant/sorcery that turn.

Haven’t built a Azorious commander yet and Elminster seems fun but didn’t want to break the bank if I ended up not liking it. Long way to say happy I found your channel and your brew for this deck!
It can be really powerful for $100. Depends on your meta. If your group is more competitive you may want to add some combos to finish the game, but it's fun and you end up setting your draws up nicely.
