Might being something with your config/addons that's causing Ctrl+Shift increment snapping to not work properly. It's working for me in 4.2. I'm also not getting that behavior where it instantly snaps to the position of the mouse when holding Ctrl. The jagged shadows I think are a result of working on small scales. A 40 cm object looks fine. But scaling an object down to 4-5 cm causes jagged shadows. I love Cycles, I use it all the time. I think it's actually very fast on a decent GPU and OpenImageDenoising is GPU accelerated now too. TexTools is a free add-on in Blender, and the UV Squares add-on will straighten quad islands instantly. There is a relax tool under Ctrl+V, if you enable the Edit Mesh Tools add-on.
I was confused about this but I found that it's different for Grid snapping (which is new) and Increment snapping. Grid makes the face etc. jump to the mouse cursor, while Increment doesn't, Ctrl+Shift seems to work as usual for Increment which gives 0.1 increments while only Ctrl give 1.0. So that's good!
i stopped using 4.2 because it frequently crashed when messing with the menu, even on a empty scene with the default cube it crashed for me. I also saw other people complaining about this on youtube comments so it will probably be fixed soon enough
If the devs at Blender want to really get this software to play with the big boys, they need to fix the important stuff: Viewport performance being the main one for me. 4.2 seems to have gotten worse in that department. Also, adding more nurbs tools would be a benefit as well.

idk I copied over my config files to 4.2 and it all worked seamlessly. Some of the addons I had were also listed in the new extensions tab.
When I try to use Control shift it wont work in Blender 4.2 if you are using Grid snap, but it does work in incremental snap.

a bit of a derail, I am having problem with 4.1 exr output on Z pass...
