That sign doesn't make much sense. If the lower sign was by itself it would be surprising to see it that way but with the traffic light on the same sign it would kind of make sense. The top sign only adds confusion. Now it says you can never go left or straight. You can't go right on red. I would not easily realize the red light applies to the separate sign on top. It is unclear.

Just saw the second view. I did read it right lol. It's a turn lane so you can't go straight or left. I guess it kind of works. Still weird.

Why does is not physically say no turn on red?
because it's a trap. There is always a motorcycle cop waiting for someone to miss this.
Because this is Canada and we are bilingual. You have to repeat "no turn on red" in French and it makes for a huge sign. Pictographs work better.
