    The biggest negative about Agniveer program is the permanent commissioning of 25% of the conscripts. The process depends on the recommendation of officers and JCO's who will exploit the condition for sure. Secondly, if corruption barges into the process, just like it does everywhere in India we will have a corrupt Army.

    A solution could be hiring these 4-year tenure agniveers into CRPF, and reduce the CRPF service period to about 30yrs. This would help us in having jawans, who can be more lethal in handling border escalations, and also be efficient in securing assets of an hostile area. CRPF jawans with moderate age and experience are always better than 59 yr old jawans at the border.

    Revisiting old podacsts/CTC episodes is a good idea..however would be better if a cpl of mins update can be added. For eg in this Agniveer analysis from Jun 22, one could have added the present status and a small update on how the perception has changed, if it has...or why did it needed to be reposted at this juncture

    Let the scheme be implemented and its result be discussed. Everyone is in a race just to criticize the scheme. Our army is very disciplined and professional. People who are sitting there have intellect and we must believe them and give them some time.

    This scheme should have excluded Navy and airforce because firstly they don't have man power intensive force that we have to worry about pension load and these forces are more technology intensive and mastering these skills takes more time than 4 years as pointed out by Admiral Arun prakash in one article.

    I am from Meerut
    and i am sure that at least in West UP, Haryana, Delhi NCR this will produce a lot more history sheeters (in rural part) because here we have the dream to be like this and an exservicmen is a skilled arm trained person and in younger age he will be even ultra lethal
    so we are about to produce crime cyborgs

    If someone wants to know an example of how inept and rigid the army administration and bureaucracy is, a soldier or officer had a hard time getting his leave approved 40 years ago. The problem still exists 40 years later.

    Excellent initiative by Rahulji who was instrumental in encouraging youth to join Agniveer scheme. As a youth Rahulji has encouraged video gamers, pogo channel promoters, cartoon network, road side pani puri vendors and most importantly of all his dear fans of pidi. Both Rahulji and Vadraji are in prime shape to lead the youth in to the well. And all youth must respectfully follow him without question. All youth must run with Rahulji, cook with Rahulji, bake with Rahulji, play with Rahulji and sleep with Rahulji for a better tomorrow.

    I am not sure if this is an good idea, while it is true that India today spends more on pensions of former soldiers and associated health care etc rather than on running of the armed forces, capital expenditure on arms and research and maintenance it should not end up like the Russian fiasco in Ukraine war where much of the 100,000 troops were conscripts much like the agniveers. Problem is that in some states jobs in armed forces are the only option for a stable jobs etc and unless government provides other employment opportunities in these states there will always be rush for government jobs in services etc and associated heart burns for those who don't make it. Everyone would like to give an social security blanket to their family and most people in the armed forces who put their lives in the service of the nation would only expect that the government look after their family in the unfortunate event of their martyrdom.

      @S Kumar it's not that they will necessarily lose their Army job after 4 years. If they can prepare so hard for getting into Army, they can also work hard and be among the top 25% soldiers to retain their job. Why would they think it is a 4 year job to begin with? That would mean they already lost their will to succeed.

    If ex armed service men get reservation in police recruitment then it is good to have disciplined police officers who had served the nation on borders.
    This is good,even in past, keeping permanent armies was difficult. Afghan raiders have only 10% professional soldiers, 90% used to be mercenaries who act as force multipliers. so when they go back to Afghanistan after looting India. They go backnto society and work as shepards, farmers or artisians etc. So Afghanistan admin has more surplus of funds to buy cannon and guns from ottomans so in next attack they had even more ferocity.

    It is really sad moment when the most experienced defence journalist of the country says that one lakh crore are only going for pension with such a pain written on his face as if he was going to be billed for it. Dear Guptaji more than 5 times equivalent of this amount has been taken out of India with connivance with People in power by one single business man. Kya karoge paise baccha kar? Sab nigal jayenge ya usi ki tyari ho rahi hai. Will u put value only on machines and not humans? For those ranting about bvr, Arty etc. insurgents se tum bvr ladte ho? Vahan seene pe goli khane wala chahiye…galwan mein lad lete drones se..there soldiers have fought with with bare hands, sticks and stones..soch to lo bolne se pehle..pesion nahi doge, medical nahi doge...canteen services nahi doge, insurance nahi doge...this is what we do to honour people who give up their life for our nation. For my entire childhood and teen life, i roamed like a nomad in the most remote locations of the country as my father was in defence forces, transferred every two-three years, kabhi assam, kabhi in a remote desert location in Rajasthan..please remember, with a faouji thier family members also pay a price.

    The following questions should be put to the government ( l have given my answers below each question. I do not have access to data and so some of my answers may be inaccurate or incorrect ):
    1. Is there an alternative scheme that satisfies both the government and candidates as well as that protects national security interests ?
    (Yes. My detailed proposal is the answer. )
    2. Will the government save on pension with Agnipath Scheme?
    (Unlikely. The pay out after four years is Rs 12 lakhs but the total number of candidates laid off is very big. Compare this with the pay out for soldier retiring after 17 years. )
    3. Will the average age of force and maximum age of soldier come down?
    (Yes.)
    3a. After training probationary Agniveers for 4years will laying 75% of them be a wasteful expenditure? (Yes. Especially true in technical trades. )
    3b. If the purpose is to see Agniveers' on job performance and to select and retain the best is two and years of probation not enough?
    ( Yes. The selected and retained Agniveers after Two and half years can be given intensive training and then given real postings to protect the nation and with out any danger to their life as well. However the PA probationary Agniveers can only buddy up with well trained soldiers / confirmed Agniveers and PAs will do non risk tasks. Or give complete training for PAs with 3 years probation and give them independent tasks. )
    4. Is it right on part of government to treat Agniveers as contract labourers ?
    (The comparison with SSC short service commission of officers is wrong. SSC officer may continue service if he wishes but 75% Agniveers are compulsorily laid off . It is supply demand equation. Also SSC exists parallel to regular officers recruitment but not Agnipath. After Agnipath the regular soldier recruitment will be stopped.)
    4a. Will the probationary Agniveers be risk averse (If they know before that they can't make to the top 25% ) ?
    (Yes. Where is the motivation to be martyred or to win the battle if he knows he will be laid off in a few days. However my proposal answers this problem with a good solution.)
    5. Will the unemployed Agniveers i.e the laid-offs become a national security risk?
    (Yes. Some of them may become spies of enemy and a few may become criminals. They can't be completely blamed if that happens. Unemployment can force them.)
    6. Will the lean force lead to security failure and lead to nation's defeat in a conflict?
    (Yes. It is not office automation i.e. replacement of clerks with computers. )
    7. Will the Agnipath scheme lead to dismantling of cast based regiment system? If so will it not lead to unwillingness of candidates to give their best ( including being martyred 'Balidan' in a conflict) ?
    (Yes. But unlikely they will be a slackers. Mixed batallion exists even now and they have made supreme sacrifices for eg. In Siachin and in operation bluestar in golden temple. Also special forces like commandos, paratroopers etc are not cast based. )
    8. Will the lack of manpower be compensated with advanced weapons?
    ( Cannot happen overnight. First induct advanced weapons and technology and then consider layoff but not the other way. For eg. If 100kms of border are now patrolled with 100 soldiers. Suddenly one day if you use 10 soldiers and monitor with a UAV it is risky until proved. The UAV may malfunction due to various reasons or may be shot down by enemy. So test the technology first in various conditions and then with draw manpower.
    However this requires drastic increase of defence budget (for capital and salary and not pension) intially which can only be reduced gradually in later years. Reduction of pension burden of all civilians and defence personnel is discussed in my detailed proposal. )
    9. Is it true that considering the high altitude and extreme low temperatures at our borders most of the weapons will not work (and It is only the soldiers' fighting skills and his dedication to the nation that will help to win a future conflict?)
    (If our technology does not work will the weapons of Chinese and Pakistan not work. Can our foot soldiers match enemy weapons?)
    10. Has the government looked at other saving options? When MPs and MLAs are paid life time pension why not laid off Agniveers?
    (All this is answered in my detailed proposal)
    11. How will the laid off Agniveers get jobs ?
    (Government has some reservations here and there and no concrete scheme. Please see my detailed proposal for the answer to the problem. )
    12. Will all of laid off Agniveers get jobs? If not what will they do ?
    (No. General Anil purie has said that with Rs . 12 lakhs he can buy a tractor or get his sister married or take up any study himself. None of the choices are appealing to the candidates. It will be waste of government's efforts, time and money if they do that. It is for the nation to make use of his combat skills. Please see my proposal on how he may usefully employed both for his job security and satisfaction and for the national interest.)

    Lack of commitment or dedication is not going to be an issue as the selection of 25% will be based on competition (although procedural justice for such competition need to be established first and fast) and considering the voluntary nature of Agniveer skim every one will try to do their best.
    Less training is also understandable, apart from physical training, most of the basic parts of equipment training can be shifted to simulation based and hence will be more efficient in terms of time (effective use of technology is of paramount importance).
    But the primary point of concern is how will we ensure to impart adequate skills, which are relevant to civilian life, within the short time period, to the 75% who are not continuing.
    One way forward can be to conduct several bridge courses (sponsored by govt and pvt organizations) which will enable them to flourish in future, and recruit some of them directly in the work force by the sponsors (based on their skill). Others can take the financial help from govt and use the skill set learned from the bridge course to start small businesses.

    Thank you for the information. It sheds some light on the scheme. There are still some concerns, but, maybe the armed forces will manage to reduce it's size and cost and later stabilize to a proper size in due course.

      It's a good scheme since the implementation of orop the defence budget are very tight in this they don't need to give pensions and maintaining huge permanent army. But one thing is if the age range of agniveers are changed to 21 to 25 instead of 17 to 21 because it would be better if they join agnipath after completing a degree it would be much better while they pass out as agniveers after 4 years 😉.

    No one including Shekhar ji want to talk about the increasing number of well trained Agniveers year after year who would fail to stay in 1/4th to be retained by Armed Forces, fail to get post 4 year term non-existent and overhyped 2nd job, fail to succeed in any other field or business. How the society will deal with so many well trained, unemployed, frustrated and angry lot? Only indulging into crime will be an attractive door open to them.

      You do know that a total of 50K Agniveers are going to come every year right. 3/4th of them is 37K and if even 7K of them get some jobs somewhere that leads to 30K unemployed Agniveers, which in 10 years would be something like 3lacs. In a country of more than 100 crore, 3 lac is not even a rounding error. There are multiple of those people already unemployed, and they don't have 12lac rupees at the age of 23-25 to start atleast a small business.

      You do know that many countries like Israel, South Korea, Singapore, Taiwan, Austria etc etc require mandatory military service/training. Those nations r faring perfectly well and r some of the most developed in the world.

    Best solution is to move agniveers to other forces including police. This is heavily improve the quality of police as well and reduce corruption. Maybe they need an year of additional training to join police which can be easily provided.

    This is a catch 22 situation. The regimental system which forms the backbone of the army will take a hit.It will have disastrous consequences. They should have instead experimented on a small scale. India has to increase the defence budget there is no easy way out considering our immediate hostile neighborhood.

    Let's be honest, Agniveer Scheme is there to reduce Army's burden from having such a large Infantry force.
    India needs a large Infantry but this also consumes a lot of its Military budget especially through Pensions as better Healthcare is insuring longer lifespansfir retired Soldiers & their Spouse/dependents.
    I hope that Indian-Govt adopt a policy through which Agniveer JCOs, NCOs & SSC Officers gets absorbed into:-
    (1) CAPFs
    (2) Paramilitary
    (3) State Police Forces
    (4) MoD & MHA Bureaucracy
    (5) State MHA Bureaucracy
    Yes, this will reduce overall Govt employment but will allow Govt to save a lot of capital resources.
    Those Anginveers & Officers who are being transferred to CAPFs & Other institutions must be provided:-
    (1) Pension under NPS
    (2) CGHS
    Govt can still retain/employ a lot of talent especially Low & Mid-Level Bureaucracy by continuing with CGHS Scheme for its Employees.
    Anginveer/SSC Officer must also be absorbed in these services:-
    (1) IAS
    (2) IPS
    (3) IFS

    this is what government should do :
    (Regarding Nepali gorkhas please see my comments at the end)
    1. No direct recruitment for Agniveers
    2. Take police constables from all the states' police force on deputation as candidates
    3. Retain the best as Agniveers (after thorough training for all the candidates for 4 years)
    4. Send back to the police force of states the unsuccessful candidates ( with a good bonus) who would have received advanced training and so then they would be more useful to all the states' police forces. The states will be more than happy to take them back and armed forces also will be able to recall them in case of any emergency later.
    5. However Centre should give to the states 50 percent salary of returned Agniveer candidates as this would reduce the burden on states. However if this is still a burden we should consider 1:3 ratio (Absorbed to Total candidates ) in recruitment
    6. Finally centre would also benefit by this scheme as states' salary scales are lower than central scales . (Also there is no need to pay higher than current regular soilder's salary for Agniveer candidates ( as they will be assured of their earlier police constable job in their home state). This will be a big savings for governments both centre and states. )
    7. Tax payer will also be benefitted as his money will not be wasted recklessly - i.e. not squandered
    8. In this scenario Armed forces need not worry about unsuccessful candidates' future
    9. Lastly the ultimate goal of AFs Armed forces will be met . AFs will have more money for weapons with the best young soldiers and a lean force. Another important point to note is there will not be any gap or discontinuty between regular soilders and the Agniveers. (However many ex-AFs persons have expressed concern on the short duration training of Agniveers which should be looked into. Also is the student to trainer ratio too high ?).
    In proposed scheme there is another benefit to the states (and to the nation) . There will be better representation ( in AFs) of all states unlike now. So in future AFs will be owned up by the entire country and not just by a few states. Further it will help the AFs to eventually do away with the cast based regimental system created by the Britishers.
    Mainly this proposition is benefit to the aggrieved candidates as they will have a job on hand and unlike in the government's present scheme they will not be simply laid off. Also only those who like AFs' life can willingly continue and the rest can seek better future of their choice.
    This is win win win win win ( Centre, States, AFs, Candidates and Tax Payer ) for everybody. However Government and armed forces chiefs should give up their ego and accept this solution in the interest of our nation instead of doing some patch work i.e. assurance of reservation here there and in some in AFs' contactor private companies. Government must consider extension of the above scheme to officers of AFs also i.e. police sub inspector from all states may be taken on deputation for 4 years and select the best. Please note that I have not suggested dilution of standards in selection.
    (Note : The above suggestion doesn't apply to non-combat roles. For example say mechanical: Repairing army vehicles. Also in the case of non-combat roles there is a big mistake in the eligibility criteria. For non-combat roles ITI or better diploma holders should be considered as eligibile and not 10 or 12th class pass outs. Further the physical fitness requirements should be less than that of combat roles for obvious reasons.
    Armed forces should take a decision whether it can maintain it's equipments on it's own or would subcontract it to public or private companies. In any case in non-combat work laying them off after 4 years doesn't make sense . Further they should be recruited based on separate technical test . For technical trades experienced candidates may be taken from states vehicle workshops /Garages in state road transport, PWD etc. Also the army may offload part of it's repair work to respective State agencies who will have the returned trained Agniveers. This will be lot of savings for the AFs plus it will be back facility.
    Also for Tradesmen i.e. Clerks and Store Keepers the eligibility should be 12th Class with Maths, Commerce and Computer as mandatory subjects. These issues needs further thoughts and discussions.)
    Regarding pension lot of noise was made in the media about cut on MPs' pension. I suggest Government should take a detailed look at the pensions of everybody i.e. Civil servants and all government servants both in centre and states,pension of Military officers, soldiers and of other workers , pension of judicial officers and court employees, pension of officers and employees of Government under takings and of course pension of people's representatives. This is very very important because pension burden on government is too huge now mostly because life expectancy has increased i.e. People live for 80years or more. Pension is payment for non-productive persons. So it is not obligatory on government to continue this in fresh appointments. Government should be more considered about the insecured majority population ( working in unorganised sector and in small scale industries) and about the unemployed.
    So I suggest pension shall be paid in civil administration only for 3 years ( plus a lumpsump amount equal to another 3 years ) in future appointments but pension must be continued only in AF in future appointments also. However even in AF pension shall only be paid for the period he is posted in remote locations. So in sepoy rank assuming out of 20 years service 10 years he is posted in remote locations he shall be paid pension for 10 years plus a lumpsump amount equal to his 5 years' pension. Similar formula has to be worked out for all ranks. However for special forces like commandos , paratroopers etc. Lifetime pension must be paid considering the continuous stress they have to stand-up to. Also considering the sensitive posts and the level responsibility held ,life time pension may be paid for officers of Joint Secretary and above rank, for Equivalent rank persons in AF and also for judges of High court and Supreme court. As their total number is not big it will not be a huge burden on government but their payback to the country will be high. So keeping them financially secure is in the interest of nation.
    Another point hotly debated in media is with the government's Agniveer scheme the soldiers ( Agniveer Candidates) would be risk averse. The following solution may be considered for the issue : In every conflict all those directly involved may be paid a bonus equivalent to their 5 years salary and the support persons may be paid bonus equivalent to 3 years salary. So government should set aside an emergency fund for this purpose since in a full blown out war the amount will too big. The dead and injured should be given life time pension instead of bonus. I hope this solution covers the issue satisfactorily. However government should make the bonus a policy and announce it and not keep it adhoc but at the same time AFs chiefs should ensure the provision is not misused.
    As far pension of peoples' representatives pension for 5 or3 years may be considered if their annual income is less than say Rs. 5 lakhs so that they vote responsibly on bills and will not fall for any bribe. Even those who get disqualified for ignoring party whip and vote as per concinse should be considered for pension. Finally if the government takes a strong decision on this row now good impact of that on exchequer will be seen only after another 30 years. Just as in AFs all the government servants (if there is life risk in their role ) should be covered by an insurance of Rs. 1 crore if he lays down his life in any action for the country and Rs 50lakhs for any injury.
    Regarding Nepali gorkhas : We should keep in mind Nepal is neighbouring country and for the sake of maintaining friendly relationship with Nepal we have to take a different decision. Agnipath should not be applicable in their case and as before they should be directly recruited as soldiers. There should not be any excess recruitmentbut but only so many candidates as number of vacancies. However there should be more rigorous rounds of selection to take the best. Recruitment should be made only to combat roles and not for technical or tradesmen roles. Regarding their pension just like Agniveers they should be given 10 years, pension with 5 years pension as lumpsum at the time of retirement and not life time pension.
    The above suggestion covers neapalis' job security issue and at the same time reduce pension burden on our government.
    I request everyone to comment on this and share this with others if they agree to my view.

    Not a good decision this may be reduced expenses but long term cost can be go higher 1stly their job guarantee is not seen so their dedication level in low key the same reason Gorkha are not interested in join the forces highly cost equipment is not in skillful hands so life of this equipment in dark Govt should look into the future of Agniveer and job guarantee should be provided first in Railways as a group D or state police constable or in CAPF GD .

      The fact that a soldier joins army for job gurantee itself is a major problem. The only motivation for joining army should be service to the nation and not looking to land a permenant pensionable job. Don't think we don't know that most of the village youth join the Army to secure a permanent government job and a fat penaion. WHT else do u think most of them leave the Army after a term of 12 yrs? Bcoz after 10-12 yrs of service they become qualified for pensions.

    This is a very good program. What remains to be seen is the quality of candidates. Will they attract the people who can actually bring the tech savvy people that the army desires or those who will not be able to bring that impact. 18 year olds run airport security in Israel and take on combat duties. Nothing new here.
    The critique related to 4th year competition is again nothing new. I am sure not everyone who is commissioned as a Lt. makes it to a general. They all compete among themselves. Competition is a good thing.
    So much depends on how this is implemented and executed. I suspect these will be higher quality and highly motivated soldiers.

    The biggest flaw in Agniveer system is that now India is heading towards having a Defense forces who will be untrained to handle sophisticated military equipment and undisciplined just like a mob. Adani & Ambani is going to start a security firm where these Agniveer's will join after retirement in 4 years and they will be the main supplier of security personnel for various establishments in India and later on act same like East India Company loyal to Adani and Ambani capturing everything possible in India. (History repeats).

      That is called conscription. This is implemented in those countries where there are either less people willing to join armed forces or population is too low and threats to that country are more than a small army can handle. We don't have these problems. US used to have conscripted army till Vietnam War but after that they have a fully professional army.

    Why wouldn't the normal recruitment keep the Army young? To keep the army young, you just need to have a recruitment every year to replace the retiring one. The 25% acceptance rate to further filter trained soldiers seems contradictory.

    Its high time we created and trained private military organization like Academi, Wagner group, and Al Sadat, under the supervision of NSA, MoHA and MoD consisting, members of remaining 75% agniveers , ex-special forces officers, former spies, and other former military and police officers. This unit can be used for conducting covert operations in foreign soil, curbing insurgency, and to serve Indian interests in multiple geopolitical arenas, like they can aid in providing security to Kashmiri pandits from extremists when we bring them back

    plus all IT Majors will skil them with AI..Digital
    Tatas..L&T.. Mahindars.. all big cos will train them in Management etc.
    Integrate men and technology.
    After completon deploy them Globally to bridge Skill gaps of the world with 1005 absolute Discipline.

      Bcoz our teeth to tail ratio is abysmal and modern wars are more tech intensive and soldiers are now required to be technically proficient and educated to be able to operate advanced technology solutions.

    This is a brilliant scheme. The idea of job for life is truly dumb. The idea that after 4 years of some discipline these youngsters would be incapable is close to hilarious. The people do need to shape up their attitude. A person in mid twenties is just starting in life with some security and confidence. Perhaps ALL youngsters should go through this program for at least 3 years. A nation of young people who lie supine and ecoect jobs to be dropped in their laps is stupid. How many youngsters started earning in their teens with so much FREE training AND a bonus when they leave?

      @@IdeaOfIndia21stCentury This is a joke. There is NOTHING like job for life and it is patronising to think that poor remain poor with freebies. I was poor and walked bare foot for months. I hate freebies and it denies me that spirit to push hard. No one except likes of the parasitic dynasty and their friends are born with dilversooin. 80% if the nation was poor in 1947. Permanent job means permanent incompetence and poor performance. Nation has to be given something before nation feeds you.

    Demobilised soldiers if not given meaningful jobs always proved disaster for society everywhere and India won't be exception! Just see the example of Partition riots relation with post WWII demobilised Indian Soldiers!

It was just that when we have such a big country like ours, then there must be some opposing views on any new scheme that is launched. Opposing views are crux of a healthy democracy. We cant start naming names and declare someone pro or anti india just because someone has a different view on a matter. The other person may just be as patriotic as me, and still in his/ her wisdom can have a polar opposite feeling on a government scheme while keeping the best intrest of the country at heart. I should be able to counter them on logic rather than calling my own countrymen unpatriotic. Discourse is essential for improving government decisions in democracy and it should be welcomed rather than stifled with only a single kind of narrative.

      @@thegreatindian2648 well military just like any other system in a huge country takes time, money, resourced and knowledge of generations of soilders in getting to a particular functioning entity. A lot of thought by generations of planners and veterans has gone into evolution of indian military into a contemporary fighting force. This would have taken into account our gepolitical realities, geograpy, technology, oir lessons from previous conflicts and the budget which the cointry can spend in forming our present day military into a functinal force. People who have concerns with present scheme of recruitment is primarily due to the sweeping and sudden change from earlier methods. Considering the sheer size of our military many people have genuine concerns about the impact of such sudden and sweeping changes on efficiency of our military. Most comments regarding this scheme, which i have read from dissenters of this scheme, talk about doing a trial before implementing it institution wide. At present both the staunch supporters and dissenters have very limited idea about how successful or unsuccessful the will eventually turn out be, primary because of no long term study being done and no data set being available. Therefore, my only argument was that it may be worthwhile to consider that either opinion on this scheme has the potential to become reality. And people should avoid getting into jingoism in either supporting or dissenting against this scheme as no one can predict its future.
