cant imagine what its like to work at valve, you spent the past year making a game thats about to be finished and you wake up one day to it getting cancelled
Valve has a "do what you want" type of culture. So when a game has been canceled it's because no one wanted to do all the annoying work, or they went to work on something that they think will give them better pay, like the steam deck. This is only based on what I know, and I'm not a valve employee, nor do I know any. So take this with a grain of salt.

TBH most studios do this, they just don't get as much attention as Valve does. When its time to make a new game, a bunch of developers split off into small teams to brainstorm and develop a quick proof of concept that showcases the basics of their concept. A handful of the best ones get selected to go further into development., and enter a prototype stage where the gameplay concepts get further refined, concept art gets drawn, etc. Eventually one of these prototypes gets selected to move forward into a full game, or multiple prototypes get smushed together into a new concept. Prospero genuinely sounds like a REALLY cool game if it did get made (as a narrative-driven singleplayer adventure game, that is.) I feel like the concept of facing the many versions of your yourself that are different in unique ways both good and bad is really interesting because us as players are all different in our thoughts, where we come from, our relationships, our worldviews, etc. and so the concept of facing the different you's throughout the game (to me at least) is really fascinating because you can tap into / make the game more relatable to more than just one player who is experiencing it.
I figure the main reason Brotherhood was cancelled was because of Counter Strike. It would've been more of the same, which is very anti-thetical to Valve as a company. They're way too experimental, sometimes to a fault. And that's reflected in their diverse line-up of IPs.
I think it’s important to remember that plenty of half life concepts and ideas have not made it past paper, I wouldn’t get my hopes up on leaks from something that hasn’t even been confirmed to be released
