My theory is that after valve realized how much of a pain the source 2 migration for CS was they came to the conclusion that the best path for TF2 is just improving what's already there, at least in the technical aspect. There's no "nah we'll deal with that when we migrate to source 2" anymore. I'm hoping this means more fixes down the road.
64 bit is muuch more than a performance boost. For devs, official or fan devs, this ensures higher mathematical precision and advanced calculations can be used. In fact, a LOT of legacy bugs were fixed in the update just by increasing floating point values and compiling for SSE2 support ( a cpu instruction format that was widely available to consumers by..... 2007. way to get the ball rolling there) including certian miscalculations with the huntsman, pyros airblast mechanics (you know, the same ones they "fixed" in jungle inferno), and alot of other registration problems. As it stood before, modern machines were, in simple terms, "emulating" tf2 and its entire component stack, so this update all but ensures tf2 will boot on modern hardware for decades more. Game still only uses 1 of your cpu cores tho. I said it could boot, not be performant.

cybersecurity expert here, and ill break down the issue with the images basically, the image format tf2 uses is a lot more than what a PNG file format is, and when unpacked into the native format tf2 is able to understand it's a massive file size. for whatever reason, nobody ever added instructions for "this is what you should do if the file is too big" and so the game would crash if this condition was ever met. if im understanding the dev notes correctly, what they did is they went in and added a line of code to simply return with the missing texture file instead of being presented with a massive file, and having no options on how to effectively handle it. essentially, the fix essentially was them going back and writing in instructions to the game on how to PROPERLY handle images too big to handle. something that should have been thought of originally, but wasn't

But as to how this will improved tf2... I'm not sure and I'm not hopeful in all honesty. Almost seems for nothing just for the developers to give back nothing but crumbs; definitely s spit in the face. By editing the code of the game you can bypass the resolution limit, allowing you to upload any resolution of image to your objector and, because the servers dont check for the resolution, the servers will just accept that image as long as it isn't over 69 kilobytes. The server also does a thing where it converts the file type of the image from a .PNG to a RAW file. This is important because PNG files use compression while RAW files do not. Essentially what this means is that PNGs simplify any images in their format. If they have large areas of one color, then the png will essentially just say "this area is this color." Meanwhile the RAW file will specifiy the color of each individual pixel To carry on with the previous analogy, the png would say "pixels 1-10 are blue" the RAW file would say "pixel 1 is blue, pixel 2 is blue, pixel 3 is blue, ..." And so on until they had specified each pixel. This means that the RAW files are often much larger than the PNGs, especially if that png is all one color. What people did with this was bypass the resolution limit and then upload an im. The filesize of that image as a PNG is only 69 kilobytes so the server accepted it. However, when the server converted it to a RAW image the resulting filesize was somewhere in the range of 3-4 gigabytes.
