I think Toriyama had all the first several movies as What If scenarios (non canon) to show a parallel between good and evil. And you're right how Turles is a doppelganger of Goku. I want to draw the same parallel as to the fact that Pilaf looks like the same race as Garlic Jr., but he's weaker and incompetent as a full villain (he's doing his best). Then there's Lord Slug possibly being a mutant Namekian (look at King Piccolo's other offspings) due to biology and his personality.

The official theory's are that they are related not directly but thru there family tree, and that most "low level" warriors are of the same blood lines aka still related.
