Actually Islamic law don’t have any prescription on dimmi tax. In fact Islamic law uses “you may tax the dimmi” which is up to the rulers but not a requirement! However. Islamic law prescribes “islamic state has responsibility to protect the life and dignity of dimmi”. Dimmi literally means protected people. In modern terms it would mean “religious minorities” in a Muslim majority country.
